01
WCAG 2.2 became a W3C Recommendation on 5 October 2023. Level AA is the usual target for public and enterprise eLearning. Accessibility added at the end costs more and is rarely complete. When the storyboard specifies the keyboard path, the drag alternative and the caption track, the developer builds them once.
02
Criterion | Level | What it means for a course
2.5.7 Dragging Movements (new in 2.2) | AA | Every drag activity needs a single-pointer alternative, such as tap to select then tap to place
2.5.8 Target Size (Minimum) (new) | AA | Clickable targets at least 24 by 24 CSS pixels, or enough spacing
2.4.11 Focus Not Obscured (Minimum) (new) | AA | Sticky headers and pop-ups must not hide the focused element
3.3.8 Accessible Authentication (Minimum) (new) | AA | No memory or puzzle tests at login unless an alternative exists
1.2.2 Captions (Prerecorded) | A | Captions for all video with audio
1.4.3 Contrast (Minimum) | AA | 4.5:1 for normal text
2.1.1 Keyboard | A | Every interaction works by keyboard
03
WCAG 2.2 dragging movements need a single-pointer alternative. HTML5 drag and drop is also unreliable on many touch devices. Every drag slide in this academy also works by tap to select, then tap to place. If your storyboard specifies drag only, send it back before build.

International tenders, including UN agencies and EU-funded projects, increasingly cite EN 301 549, the European accessibility standard for ICT, which incorporates WCAG success criteria. Some Gulf government entities reference WCAG directly in digital standards. In practice: state the WCAG version and level in your proposal, keep an accessibility conformance report for each course (a VPAT-style table of criteria, status and notes), and test with a screen reader in both languages before claiming conformance. A claim you cannot evidence becomes a contract risk.
05
Add an accessibility section to your production plan: target (WCAG 2.2 AA), the criteria in slide 2 as acceptance tests, who tests, with which screen readers and in which languages.
