What “best” means in the GCC
Procurement packs across KSA, UAE, Qatar, Kuwait, and Oman keep repeating the same MUST items: bilingual operations, SCORM that plays in Arabic, identity federation, and a hosting geography you can write into a contract. A global “leader” that cannot evidence those items is not the best platform for this region.
We scored eight platforms buyers actually shortlist. National school systems (Madrasati, Qatar Education System) are out of scope — those win “e-learning Saudi Arabia” searches; they are not enterprise LMS products.

Is this ranking independent?

Why not rank national platforms like FutureX or Madrasati?
