What is an LMS RFP template?

An LMS RFP template (Arabic: كراسة شروط نظام إدارة التعلم, also كراسة الشروط والمواصفات) is a structured requirements pack that L&D, IT, and procurement use to tender or shortlist a learning management system. A serious GCC or MENA pack is not a feature list: it names learner volumes, bilingual Arabic/English operations, SCORM and xAPI playback, identity federation, hosting geography, privacy duties under the law that actually applies (for example Saudi PDPL or UAE PDPL — not a generic “GDPR-aligned” claim), security evidence, support hours in AST or GST, accessibility acceptance tests, and a weighted scoring matrix so vendors are compared on the same evidence.

What a citable LMS RFP must name

  2. 02Make Arabic/RTL, a sample SCORM, SSO against your IdP, and a residency matrix testable in the pilot — not screenshot claims.

How to write an LMS RFP (كراسة شروط) vendors can actually answer

Procurement teams that skip volumes, residency, and a scoring table get theatre demos. Follow these steps, then paste the generated pack into your official tender format.

    Write the outcome, not the feature list

    Open the RFP with who must learn what, by when, and which evidence an auditor or CHRO will ask for. Feature catalogues without volumes produce incomparable bids.

    Split platform, authoring, and custom content

    Buy delivery/evidence (LMS), in-house production (authoring), and cinematic/custom modules as separate lots when needed. Many failed programmes purchase only one layer.

    Make Arabic, residency, and SSO testable

    Require a sample SCORM in Arabic, a written residency matrix, and a live IdP test in the pilot. Screenshots of a language toggle are not evaluation evidence.

    A checklist asks “does it have X?”. A specification asks “show the evidence on our files, in our IdP, in Arabic, in our region.” Vendors can tick AI copilots and still fail suspend/resume on your SCORM 1.2 packages.

  • Should data residency be mandatory in every LMS RFP?

    If learner PII and training records are treated as regulated data — typical for government, banks, and many KSA/UAE enterprises — require a written matrix (primary region, logs, backups, subprocessors), not a marketing region name. Multi-country NGOs may accept a documented regional hub with subprocessors listed. Kuwait has no single nationwide PDPL; map Law 20/2014 and sector rules with counsel. Confirm the actual statute with counsel; this page does not choose the law for you.

Government and education buyers often raise it to MUST. Do not demand a named VPAT serial unless the vendor has published one; ask for a criterion-level statement and a bilingual test.
