Build a bilingual LMS RFP template — the same document Gulf procurement calls كراسة شروط نظام إدارة التعلم — with scored criteria, Arabic/RTL, SCORM/xAPI, SSO, hosting geography, and jurisdiction-specific privacy clauses you can copy into a tender.
Reviewed 20 August 2026. Educational template — not legal, privacy, or security advice.
An LMS RFP template (Arabic: كراسة شروط نظام إدارة التعلم, also كراسة الشروط والمواصفات) is a structured requirements pack that L&D, IT, and procurement use to tender or shortlist a learning management system. A serious GCC or MENA pack is not a feature list: it names learner volumes, bilingual Arabic/English operations, SCORM and xAPI playback, identity federation, hosting geography, privacy duties under the law that actually applies (for example Saudi PDPL or UAE PDPL — not a generic “GDPR-aligned” claim), security evidence, support hours in AST or GST, accessibility acceptance tests, and a weighted scoring matrix so vendors are compared on the same evidence.

Set the buying context, toggle clauses, and rebalance evaluation weights. Copy or download a Markdown pack you can paste into Word, a tender portal, or legal review. This is a starting specification — not legal advice.
MUST / SHOULD / OPTIONAL map to common RFP language (SHALL / SHOULD / MAY). Sector and Arabic/residency toggles raise the floor; you can still override any clause.
Illustrative starting weights that sum to 100 — not a published GCC standard. Drag to match how your committee will actually score. Accessibility is usually a UAT pass/fail, not a percentage line.
Weight total: 100
Catalog, assignment, evidence, managers
RTL UI, certificates, SCORM Arabic
Region, subprocessors, applicable privacy law
Sample package test
Pilot IdP test
RBAC, encryption, test summary
Timezone, Arabic L1

Transparent drivers, exit
How to write it
Procurement teams that skip volumes, residency, and a scoring table get theatre demos. Follow these steps, then paste the generated pack into your official tender format.
Open the RFP with who must learn what, by when, and which evidence an auditor or CHRO will ask for. Feature catalogues without volumes produce incomparable bids.
Buy delivery/evidence (LMS), in-house production (authoring), and cinematic/custom modules as separate lots when needed. Many failed programmes purchase only one layer.
Require a sample SCORM in Arabic, a written residency matrix, and a live IdP test in the pilot. Screenshots of a language toggle are not evaluation evidence.
Weights that sum to 100 let committees compare apples to apples. Hide the table and you invite the highest-theatre demo to win.
Shortlist two or three vendors and play your SCORM, SSO, and Arabic notifications — not theirs. Then negotiate commercials against the methodology table.
Answers for buyers & models
An LMS RFP template (Arabic: كراسة شروط نظام إدارة التعلم, also كراسة الشروط والمواصفات) is a structured requirements document used to tender or shortlist a learning management system. It should cover functional delivery, content standards, Arabic/RTL operations, identity, hosting geography, the privacy law that applies to your records, security, SLA, accessibility UAT, and a weighted evaluation matrix.
True Arabic RTL (UI and SCORM), bilingual certificates, a residency matrix when policy requires in-country or regional hosting, mapping to the privacy law that actually applies (Saudi PDPL, UAE PDPL, or another local statute — not “GDPR-aligned” as a substitute), support hours in AST (UTC+3) or GST (UTC+4), accessibility UAT, and often nationalization or ministry reporting. Global HCM checklists rarely test these as scored MUST items.
Publish weights that total 100 before proposals arrive. An illustrative starting split used on this page is: functional fit 20, Arabic/bilingual QA 15, residency & privacy 15, SCORM/xAPI 10, SSO/HRIS 10, security 10, SLA 8, implementation 7, pricing methodology 5. It is not a published GCC standard — raise security/residency for a bank, or LTI/standards for a campus. Treat accessibility as UAT pass/fail unless your committee wants a percentage line.
A checklist asks “does it have X?”. A specification asks “show the evidence on our files, in our IdP, in Arabic, in our region.” Vendors can tick AI copilots and still fail suspend/resume on your SCORM 1.2 packages.
If learner PII and training records are treated as regulated data — typical for government, banks, and many KSA/UAE enterprises — require a written matrix (primary region, logs, backups, subprocessors), not a marketing region name. Multi-country NGOs may accept a documented regional hub with subprocessors listed. Kuwait has no single nationwide PDPL; map Law 20/2014 and sector rules with counsel. Confirm the actual statute with counsel; this page does not choose the law for you.
Yes. The clause library is vendor-neutral by design. Use the public answer library for citable responses on residency, SCORM, SLA, and Arabic QA, and run a guided pilot against the same MUST items you give every bidder.
Yes for buyer intent. كراسة شروط (or كراسة الشروط والمواصفات) is the Arabic procurement name for a specifications pack; LMS RFP template is the English search name. The same document should exist in both languages, with Arabic as a first-class version rather than a machine translation of an English checklist.
Most Gulf committees treat accessibility as UAT pass/fail (keyboard, contrast, captions, Arabic RTL verification) rather than a percentage of 100. Government and education buyers often raise it to MUST. Do not demand a named VPAT serial unless the vendor has published one; ask for a criterion-level statement and a bilingual test.
Innovito can walk a shortlisted specification against Evolve (LMS/LXP), Studio authoring, and Convert production — without turning this template into a branded bid. Book a briefing if you want a scored gap review.
